What we do
Evaluation and medication management for Harbor City
We are a psychiatric practice, not a therapy group and not a clinic directory. That means diagnosis, medication, and someone who keeps track of how you are actually doing over time.
Psychiatry Services
Comprehensive psychiatric care, including diagnosis, treatment planning, and ongoing management led by a board-certified provider.
Medication Management
Careful selection, monitoring, and adjustment of psychiatric medications to maximize benefit and minimize side effects.
Psychiatric Evaluation
A thorough first assessment to understand your history and symptoms and build an accurate diagnosis and plan.
What a first visit looks like
A full psychiatric evaluation runs about an hour. We go through what brought you in, your history, what you have tried before and how it went, physical health and medications, and what you want to be different. You leave with a working diagnosis where one is clear, a plan, and a follow-up booked, not a referral to somewhere else.
Follow-ups are shorter, usually every few weeks at first and further apart once things are steady. Medication changes are made deliberately, one at a time, so it stays possible to tell what is working.
In person or by video, from Harbor City
Both are real options and the clinical care is the same. Video visits are secure and available anywhere in California, which for most people makes the first appointment in person and the routine follow-ups from home or on a work break.
If getting here is the thing standing between you and treatment, take the video visit rather than skipping the care. That is what it is for.
New patients see Irine Achuamang, a psychiatric-mental health nurse practitioner. Dr. Cho provides collaborating physician oversight.
Paying for care
The 90710 ZIP area and its insurance
We are in network with 19 commercial carriers, including Aetna, Anthem, Beacon Health Options, Carelon, Cigna and others, and you can check your own plan below before booking anything. That list includes TRICARE and TriWest, so service members, veterans and military families are billed like anyone else here.
We do not currently take Medi-Cal managed care. If that is your coverage, we are a self-pay option rather than a covered visit, and it is better to know that now than at the front desk. Self-pay is $250 for a 60-minute initial psychiatric evaluation and $150 for a 30-minute follow-up visit, and there is a sliding scale. Please ask.

About visiting us from Harbor City
Harbor City is closer to us than a freeway map suggests. From the Harbor City-Harbor Gateway Branch Library on South Western Avenue, at 11.30am on Tuesday 29 September 2026, the 405 took about 20 minutes over 12.4 miles, while West Lomita Boulevard onto the 405 took about 21 over just 9.1. West 223rd Street was much the same. On Sunday 4 October at 11.53am the freeway came back at about 18 and the two surface routes at about 19. When a route three miles shorter costs only a minute more, the choice is really about which road you find easier. Neither sample was a commuting hour.
Harbor City has been part of the City of Los Angeles since 1906, and the reason is geographic. The city’s own 1999 Wilmington-Harbor City Community Plan records that Los Angeles annexed the Harbor City area, including its lake, that year to obtain access to San Pedro harbor. The same plan explains the lake’s name: Jose Antonio Machado married into the Sepulveda family, who held the land as part of an old rancho grant, managed the ranch for them, and the lake came to be known as Machado Lake. Today it sits in Ken Malloy Harbor Regional Park on South Vermont Avenue, which the city describes as lying in both Wilmington and Harbor City, and a 2024 state environmental notice describes wetland vegetation along the lake’s edges. The community plan has not been updated since 1999, though the city says an update is underway. Our Los Angeles page covers the rest of the city.
Because Harbor City is part of Los Angeles, the Census has no separate figures for it, so we use ZIP Code Tabulation Area 90710, which includes the library. ZIP areas do not follow neighbourhood lines exactly, so read these as close rather than exact. Of about 26,761 people there, the median household income is $82,478. Among working-age adults 57.8 percent hold commercial insurance, the kind we contract with, made up of 47.8 percent through an employer and 10.0 percent bought directly. Another 22.9 percent are on Medi-Cal, which we do not currently bill, and 13.5 percent have no coverage. If you are in either of those groups, raise it first and we will tell you honestly whether self-pay with a sliding scale is workable.
Transit is the frustrating part. Wardlow Station, the stop half a mile from our office, is only about 6.46 straight-line miles from the library, and Del Amo Station is a little nearer at 6.22, on unincorporated county land. But neither is connected to Harbor City in any useful way. In Metro’s bus timetable for Tuesday 6 October 2026 there is no trip from the stops near the library to the A Line or to the stops beside our office. So the honest options are the car, at around twenty minutes, or a video appointment.
The work itself is psychiatric. We start with a thorough history, reach a working diagnosis, and use medication where it fits, then follow up closely enough to change course if it is not helping. Weekly talk therapy is not something we provide; if it would help, you will hear that from us at the first visit.
If you are trying to understand a family member, or yourself, the page on autism is a calm place to begin. It describes a spectrum of differences in communicating and connecting that show up early in life and are part of who a person is.
If you need help now, the county’s ACCESS Center answers on (800) 854-7771 day and night, and 988 takes calls and texts at any hour.

Frequently asked questions
Is the freeway or the surface route faster from Harbor City?
There was almost nothing in it. At 11.30am on a Tuesday the 405 from the library took about 20 minutes over 12.4 miles, and Lomita Boulevard onto the 405 took about 21 over just 9.1. On the Sunday it was 18 against 19. The freeway adds three miles to save a minute, so pick whichever you prefer to drive.
Wardlow Station is barely six miles away. Why can I not just take the train?
Because there is no train between you and it. Wardlow is about 6.46 straight-line miles from the Harbor City library, but the A Line runs north to south through Compton and Long Beach, well to the east of you, and on a regular weekday no Metro bus from near the library connects to it or to our stops. Driving or video are the realistic options.
What does a first appointment involve?
About an hour. We ask what has been happening and for how long, how you are sleeping and concentrating, what has been tried before, and what runs in the family. By the end you should have a working diagnosis and a plan, which may include medication, and a clear sense of what happens next.
I am on Medi-Cal. Can I still be seen?
We do not currently bill Medi-Cal, which covers about 22.9 percent of working-age adults in the 90710 ZIP area, so we want to say that clearly before you book. That reflects where the clinic is today rather than a fixed rule. The county's ACCESS Center on (800) 854-7771 can direct you to Medi-Cal psychiatric care at any hour.
My moods swing between unusually high energy and weeks of feeling flat. Is that something to get checked?
Yes. Periods of unusual energy, little need for sleep and racing plans, followed by stretches of low mood, can point to bipolar disorder, which is often first treated as plain depression. The difference matters for treatment. An evaluation takes a careful history of both phases.
Do you have a page for the rest of Los Angeles?
We do. Harbor City is part of the City of Los Angeles, and our Los Angeles page covers the city as a whole, from the harbor to the Valley. This page focuses on Harbor City because the trip from here is short and nothing like the trip from downtown.
