Paying for care
Medi-Cal, commercial coverage and self-pay near the port
We do not currently take Medi-Cal managed care. If that is your coverage, we are a self-pay option rather than a covered visit, and it is better to know that now than at the front desk. Self-pay is $250 for a 60-minute initial psychiatric evaluation and $150 for a 30-minute follow-up visit, and there is a sliding scale. Please ask.
We are in network with 19 commercial carriers, including Aetna, Anthem, Beacon Health Options, Carelon, Cigna and others, and you can check your own plan below before you book. TRICARE and TriWest are on that list, so service members, veterans and military families are billed like anyone else here.
Coverage across the Harbor Area
Across the ZIP Code Tabulation Areas for San Pedro (90731 and 90732), Wilmington (90744) and Harbor City (90710), 46.1 percent of adults aged 19 to 64 have employer-based coverage only and 8.5 percent buy their own plan, 54.5 percent commercial in all when the unrounded counts are added.
api.censusreporter.orgchecked
In the same four ZIP areas, 24.5 percent of working-age adults rely on Medi-Cal or another means-tested program alone and 14.3 percent have no health coverage.
api.censusreporter.orgchecked
Inside the harbor, 75.3 percent of working-age adults in San Pedro's ZIP Code Tabulation Area 90732 carry commercial coverage, against 44.0 percent in Wilmington's 90744, where 31.6 percent rely on Medi-Cal alone.

Harbor Gateway
The narrow strip of Los Angeles city that connects the harbor to the rest of it.
Terminal Island
Port land named by the Port of Los Angeles as one of its harbor communities.
Point Fermin and the bluffs
The southern tip of San Pedro, one of the two places we timed a drive from.

The city’s long arm to the sea
On a map, the City of Los Angeles reaches the ocean through a thin strip. City Planning calls it Harbor Gateway: a narrow corridor that links the harbor, San Pedro, Wilmington and Harbor City to the main body of the city. At the bottom of that strip sits the Port of Los Angeles, and around it, the communities this page is about.
Our office is on the other side of that line. The city’s own planning documents note that the Wilmington and Harbor City plan area borders Long Beach to the east. In a Monday sample at 7.40am, in the morning peak, the drive from the Harbor Gateway Transit Center took about 14 minutes down the 405, and from Point Fermin Lighthouse, at the southern tip of San Pedro, about 30 minutes by the 710. For most of the harbor, coming in person is a short trip.
A port that is part of the city
The Port of Los Angeles is not a separate authority on the edge of town. It is a department of the City of Los Angeles, and its Harbor District takes in property in San Pedro, Wilmington and Terminal Island, across 7,500 acres of land and water and 43 miles of waterfront. Politically the harbor belongs to Council District 15, which runs from the waterfront north to Watts and is home to more than 265,000 people. It is a big, working part of the city, and it sits right next to ours.
Built around shifts
If your work does not keep office hours, whether that means nights, rotating shifts or long runs of days, the hardest part of psychiatric care can simply be getting to the appointment. Our office is open on weekdays, so tell us your schedule when you book. A video visit before a shift, or from home on a day off, keeps follow-ups on track when the drive would not.
Sleep is worth a word here. If your hours leave your sleep in pieces, say so when you book. We ask about sleep in every evaluation, alongside mood, worry and concentration, and it shapes the plan we make with you.
Medi-Cal and the harbor
About a quarter of working-age adults across the San Pedro, Wilmington and Harbor City ZIP areas rely on Medi-Cal alone, and roughly one in seven has no coverage. So, plainly: we do not currently take Medi-Cal managed care. The county’s handbook says Medi-Cal members reach specialty mental health services through the county mental health plan, and the county calls its help line the entry point for mental health services. We bill a range of commercial plans as well as TRICARE, and self-pay comes with a sliding scale.
The harbor is not one place
Averages hide how much the harbor varies from one ZIP area to the next. In San Pedro’s 90732 ZIP area, about three in four working-age adults carry commercial coverage. A few miles away in Wilmington’s 90744, fewer than half do, and nearly one in three relies on Medi-Cal alone. That is why coverage is the first thing worth checking, before anything else.
Two county service areas, one practice
The county names harbor communities in two of its mental health service areas: San Pedro and Wilmington sit in Service Area 8 with Long Beach, while Harbor Gateway sits in Service Area 6. That can matter when you deal with the county. It does not matter to us. We see people from every part of the harbor the same way.
The care
The appointment, in person or after a shift
This is a psychiatric practice. We diagnose, we manage medication, and we keep seeing you so the plan keeps fitting your life. We do not run therapy groups or weekly talk therapy.
Psychiatry Services
Comprehensive psychiatric care, including diagnosis, treatment planning, and ongoing management led by a board-certified provider.
Medication Management
Careful selection, monitoring, and adjustment of psychiatric medications to maximize benefit and minimize side effects.
Psychiatric Evaluation
A thorough first assessment to understand your history and symptoms and build an accurate diagnosis and plan.

The first appointment
Plan on about an hour. We ask what brought you in, what has and has not helped before, your health and current medications, and what you would like to feel different. You leave with a working diagnosis where one is clear, a plan, and the next visit already on the calendar.
Follow-ups are shorter. They come every few weeks while a plan settles and spread out once it holds, and any medication change is made one step at a time so its effect stays readable.
Office or video, same care
Come to the office, log on from home, or mix the two. The appointment length and the clinician are the same either way.
New patients see Irine Achuamang, a psychiatric-mental health nurse practitioner. Dr. Cho provides collaborating physician oversight.

Harbor Area questions
Do you see port workers who work nights or rotating shifts?
Yes. Our office keeps weekday hours, 8am to 6pm, so a visit on a day off or a video visit before or after a shift is how care usually fits. Tell us your schedule when you book, and we will look for a time that works.
How far is your office from San Pedro?
From Point Fermin Lighthouse at the bottom of San Pedro, Google's recommended route took about 30 minutes by the 710 at 7.40am on a Monday, in morning-peak traffic.
Can I take the bus or train to you from Harbor Gateway?
We have not checked a transit route from Harbor Gateway to our office against a timetable, so we will not promise one here. The times on this page are driving times, and video visits need no trip at all.
Why is Harbor Gateway in a different county service area?
The county's Department of Mental Health draws its own lines. It places San Pedro and Wilmington in Service Area 8 with Long Beach, and Harbor Gateway in Service Area 6. Our practice sees people from all of them.
Are San Pedro and Wilmington in the same county service area as Long Beach?
Yes. The county's Service Area 8 names San Pedro and Wilmington alongside Long Beach. Harbor Gateway is the exception; the county places it in Service Area 6.
What should I bring to a first appointment at the office?
Your insurance card or a way to pay, a list of the medications you take now, and anything you want us to know about past treatment. Directions are linked from the office panel on this page.
Close to the port, closer than you think
Request a time online and we will call you to confirm. We keep weekday hours, so tell us your shift pattern and we will look for a slot that fits.
