What we do

## Evaluation and medication management for Wilmington

We are a psychiatric practice, not a therapy group and not a clinic directory. That means diagnosis, medication, and someone who keeps track of how you are actually doing over time.

- ### [Psychiatry Services](https://breakthroughmentalhealth.health/treatments/psychiatry/)

Comprehensive psychiatric care, including diagnosis, treatment planning, and ongoing management led by a board-certified provider.

- ### [Medication Management](https://breakthroughmentalhealth.health/treatments/medication-management/)

Careful selection, monitoring, and adjustment of psychiatric medications to maximize benefit and minimize side effects.

- ### [Psychiatric Evaluation](https://breakthroughmentalhealth.health/treatments/psychiatric-evaluation/)

A thorough first assessment to understand your history and symptoms and build an accurate diagnosis and plan.

### What a first visit looks like

A full psychiatric evaluation runs about an hour. We go through what brought you in, your history, what you have tried before and how it went, physical health and medications, and what you want to be different. You leave with a working diagnosis where one is clear, a plan, and a follow-up booked, not a referral to somewhere else.

Follow-ups are shorter, usually every few weeks at first and further apart once things are steady. Medication changes are made deliberately, one at a time, so it stays possible to tell what is working.

### In person or by video, from Wilmington

Both are real options and the clinical care is the same. Video visits are secure and available anywhere in California, which for most people makes the first appointment in person and the routine follow-ups from home or on a work break.

If getting here is the thing standing between you and treatment, take the video visit rather than skipping the care. That is what it is for.

New patients see [Irine Achuamang](https://breakthroughmentalhealth.health/providers/irine-achuamang/), a psychiatric-mental health nurse practitioner. [Dr. Cho](https://breakthroughmentalhealth.health/providers/austina-cho/) provides collaborating physician oversight.

Paying for care

## Medi-Cal, commercial plans and the 90744 ZIP area

**We do not currently take Medi-Cal managed care.** If that is your coverage, we are a self-pay option rather than a covered visit, and it is better to know that now than at the front desk. Self-pay is $250 for a 60-minute initial psychiatric evaluation and $150 for a 30-minute follow-up visit, and there is a sliding scale. Please ask.

We are in network with 19 commercial carriers, including Aetna, Anthem, Beacon Health Options, Carelon, Cigna and others, and you can check your own plan below before booking anything. That list includes TRICARE and TriWest, so service members, veterans and military families are billed like anyone else here.

## About visiting us from Wilmington

Wilmington began under another name. Phineas Banning, one of its founders, named it after his birthplace in Delaware, and before that, from 1858 to 1863, it was known as New San Pedro. The 23-room house he built in 1864 still stands on East M Street as the Banning Museum. The City of Los Angeles bought it with 20 acres of parkland in 1927, and it is now a City, State and National Historic Landmark. Drum Barracks, also in Wilmington, was set up in 1862 as the United States military headquarters for Southern California, Arizona and New Mexico, and abandoned in 1866. Wilmington has been part of the City of Los Angeles since 1909, which is why this page measures it by ZIP area and why our [Los Angeles page](https://breakthroughmentalhealth.health/psychiatrist-los-angeles/) mentions it as the near end of the city.

Coverage needs saying early here, because for many residents it is the deciding question. In ZIP Code Tabulation Area 90744, the Wilmington ZIP that includes the Municipal Building, 44.0 percent of working-age adults hold commercial insurance, the kind we contract with: 36.5 percent through an employer and 7.5 percent bought directly. About 31.6 percent are on Medi-Cal or another means-tested program, and we do not currently bill Medi-Cal. That reflects where the clinic is today, not a fixed rule, but it is the honest answer for close to a third of working-age adults here. Another 19.0 percent have no coverage. ZIP areas do not match neighbourhood lines exactly, so treat these as a close picture. If you are uninsured, ask about self-pay and the sliding scale first. If Medi-Cal is your coverage, the county’s ACCESS Center on (800) 854-7771 is the place to start, and Wilmington is in its Service Area 8, the same as our office.

You do not need a car to reach us from Wilmington. In Metro’s bus timetable for Tuesday 6 October 2026, Line 232 runs 45 trips from stops near the Municipal Building on North Avalon Boulevard to the stop for Anaheim Street Station, about 18 minutes on the bus, between about 5.22am and 12.47am. From Anaheim Street, which is inside Long Beach, the A Line reaches Wardlow in about 9 minutes, and Wardlow is half a mile from our door. That is roughly 27 minutes in the vehicle, plus the wait for the train.

By car the trip is short whichever way you go. At 11.30am on Tuesday 29 September 2026, Wilmington Avenue onto the 405 took about 18 minutes over 7.6 miles, and East Anaheim Street onto the 710 about 19 over 8.2. On Sunday 4 October at 11.53am, all three routes came back at about 16, East Anaheim Street being the shortest at 7.5 miles. Commuting hours were not sampled.

The waterfront has changed recently. The Port of Los Angeles opened the Wilmington Waterfront Promenade on February 3, 2024, a nine-acre, $77.3 million project along Berths 183 to 186 beside Banning’s Landing Community Center, with a walkway about 1,300 feet long. Los Angeles Harbor College on Figueroa Place has been open since September 1949.

Our role is psychiatric. We take a full history, arrive at a working diagnosis, [start medication](https://breakthroughmentalhealth.health/treatments/medication-management/) when it is the right tool and see you again often enough to adjust it. We do not provide weekly counselling sessions, and when they would help we will say so straight away so you can find them close to home.

Restricting food, bingeing or purging, and a constant worry about weight or shape, can be signs of one of the [eating disorders](https://breakthroughmentalhealth.health/conditions/eating-disorders/). These are medical conditions rather than a lapse in willpower, and they turn up at every age and in every kind of family.

If you are in crisis, call or text 988 at any hour.

## Frequently asked questions

### Can I get from Wilmington to you without a car?

Yes, and fairly easily. Metro Line 232 runs from near the Municipal Building to the stop for Anaheim Street Station in about 18 minutes, 45 trips on a regular weekday from about 5.22am to 12.47am. The A Line then takes about 9 minutes to Wardlow, half a mile from our door. Allow for the wait between the two.

### Can Wilmington residents on Medi-Cal be seen here?

Not at present. In the 90744 ZIP area about 31.6 percent of working-age adults are on Medi-Cal, so we would rather say that before anything else than have you find out at booking. It is where the clinic stands today, not a permanent rule. The county's ACCESS Center on (800) 854-7771 can direct you to Medi-Cal psychiatric care, and Wilmington is in its Service Area 8.

### If I have no insurance, is there any way to be seen?

Possibly. About 19.0 percent of working-age adults in 90744 have no coverage, so you are far from alone in asking. We publish self-pay rates and offer a sliding scale on request, and we will be plain with you if the cost is not going to be manageable rather than book you in anyway.

### Does the route from Wilmington make much difference?

Very little. On a Tuesday at 11.30am, Wilmington Avenue onto the 405 took about 18 minutes and East Anaheim Street onto the 710 about 19. On the Sunday all three routes took 16. The trip is under nine miles any way you go, and rush hour was not sampled.

### Something happened years ago and it still affects how I live. Is that something a psychiatrist treats?

It can be. Past trauma sometimes shows up long afterward as poor sleep, low mood, anxiety or a constant sense of being on guard. An evaluation looks at the whole picture, not only the event, and works out whether medication should be part of the plan alongside other support.

### Is Wilmington covered on your Los Angeles page too?

It is mentioned there, because Wilmington is part of the City of Los Angeles and makes a useful contrast with the far end of the city. This page is the detailed one for Wilmington itself: routes, transit and coverage for this community.
